La Cité de la culture et du sport de Laval is a not-for-profit organisation that was created to manage the construction project and operate the multifunctional cultural and sports complex in Laval.

• Its primary objectives are:
• Built a multifunctional cultural and sports complex in Laval.
• Provide the Laval region with modern multifunctional infrastructures suitable for the presentation of artistic, cultural and sporting events of all types.
• Encourage the Laval population to practise ice sports.

La Cité de la culture et du sport de Laval, created in 2009 is handling the management of the Place Bell project with the support of Société québécoise des infrastructures. The Ville de Laval, evenko and the gouvernement du Québec are providing the funding for this major construction project which will serve Laval sports, community and cultural organisations and associations

As the entity responsible for managing such a major project for the Laval community, La Cité de la culture et du sport de Laval endorses the values that guide its decisions: collaboration, participation, transparency, integrity and impartiality.
