Support for Organizations

Each week at Place Bell, the facilities of our community zone, Enclav, welcome organizations dedicated to supporting youth in Laval who are facing adversity. Hundreds of children and teenagers aged 5 to 17 are given the opportunity to discover skating and take part in a wide range of cultural activities.

This policy is intended to provide a framework for financial support requests submitted by non‑profit organizations seeking to offer sports‑, cultural‑, or community‑based activities for youth in vulnerable situations in Laval. Its purpose is to ensure the fair, transparent, and consistent distribution of available resources.

Guiding Principles

Support projects that have a real and measurable impact on youth in Laval.
Encourage access to culture, sport, and civic participation.
Promote social inclusion, equity, and cultural diversity.
Strengthen partnerships with community organizations.

Eligible Organizations

The following organizations are eligible to submit an application:

Legally constituted non‑profit organizations, including private or public foundations, Social solidarity cooperatives with a social mission, Registered charitable organizations, Public institutions (schools), Public or para‑public services

Primary age range of participants: 5 to 17 years
Target groups: youth facing precarious situations (diversity and inclusion)

Important: The organization must have its head office in Laval or carry out activities within the City of Laval.

Eligible Initiatives

Free ice time for public skating activities, subject to availability

Loan of skates and helmets, and on‑ice assistance
Coverage of transportation costs
Introductory skating activity (Patinage Laval)
Complementary cultural activity in the concourse, before or after the skating session
(e.g., circus workshop, DJing, drawing, or dance)

Free participation for youth in Enclav activities

Free registration for sports activities
Free tickets to cultural events and activities
Suite tickets for amphitheatre events (limited availability)

Free use of rental spaces for sports, cultural, or fundraising activities (subject to availability)

Contribution to Fundraising Activities of Eligible Organizations

Financial support or the purchase of tickets
Donation of raffle or auction items

The following are not eligible for support:

For‑profit, religious, or political projects
Personal fundraising campaigns or individual projects
Administrative costs or permanent salaries, unless clearly justified

Support Provided

Selected projects are determined based on the project’s relevance, the number of participants, and participation objectives.
The value of the support provided may vary depending on the project.
Depending on the number of applications received, the Foundation may limit the number of applications per organization (per year, per organization).

Application Selection Criteria

Applications will be evaluated based on the following criteria:

The relevance of the project and its alignment with the Foundation’s mission
The anticipated impact on youth (number of participants, profile, and benefits)
The feasibility of the project and the organization’s capacity to deliver it
The project’s multiplier or complementary effect in relation to the Foundation
The demonstrated need for support by the organization
Visibility and recognition of the Foundation

No later than June 30 for activities taking place between September 1 and December 31
No later than September 30 for activities taking place between January 1 and April 30
No later than March 31 for activities taking place between May 1 and August 31

Decision-Making Process :

A selection committee composed of two members of the management team and at least one member of the Board of Directors of the Fondation de l’Enclav meets at the beginning of July, October, and March to evaluate projects.
Following the committee meeting, an email is sent to applicant organizations no later than four weeks afterward, regardless of whether the decision is positive or negative..
In the event that several projects receive the same score following the committee’s evaluation based on predetermined criteria, priority will be given:

to a first‑time application;
to the project with the lowest ratio of total eligible cost to the number of individuals targeted by the project.
